26 April holiday for civil servants

26 April 2007 has been declared a holiday for civil servants in conjunction with the Installation of the 13th Yang di-Pertuan Agong, Tuanku Mizan Zainal Abidin.

The main issue: Why not declare it as a public holiday for everyone like what was done in 2002 for the Installation of the 12th Yang di-Pertuan Agong, Tuanku Syed Sirajuddin Putra Jamalullail?
